UK ETA for Hong Kong Citizens
Hong Kong is the one place where the passport in your hand changes the answer. Travel on an HKSAR passport and a UK ETA generally applies. Travel on a valid BN(O) passport and it does not. This guide keeps the two apart and explains how HKID, iAM Smart, Registered Traveller and the eGates fit in.

Do Hong Kong Travellers Need a UK ETA?
Briefly
It depends on the passport. The Hong Kong Special Administrative Region is item 20 on the ETA National List, for travel on or after 8 January 2025, so a traveller using an HKSAR passport generally needs an ETA for an eligible short UK visit. A traveller using a valid BN(O) passport does not.
That is why the question “do Hong Kong citizens need an ETA?” has no single answer. Living in Hong Kong decides nothing by itself. What matters is the travel document you will actually present, plus any UK immigration permission you hold and any exemption that fits.
The ETA is a digital permission to travel, bound to one passport. It is not a visa and it does not guarantee entry. It is also not needed by British citizens, Irish citizens, or people whose valid UK permission already covers the trip.

Which Hong Kong Passport Is Linked to a UK ETA?
For an ordinary Hong Kong SAR ETA case, it is the HKSAR passport, issued by the Hong Kong Immigration Department. It is an international travel document, and it is the passport you enter on the ETA application.
Under Hong Kong’s own rules, an eligible applicant for an HKSAR passport is a Chinese citizen, a permanent resident of the Hong Kong SAR and the holder of a valid Hong Kong permanent identity card. This page does not give nationality-law advice, and it does not suggest that everyone living in Hong Kong qualifies for the passport. Many residents do not, and those who travel on another country’s passport follow the UK rules for that passport.
Do British National (Overseas) Passport Holders Need a UK ETA?
No, when travelling with a valid BN(O) passport
A person using a valid British National (Overseas) passport does not need a UK ETA. This is different from travel on an HKSAR passport, where the ETA generally applies.
BN(O) passport holders are specifically exempt from the ETA. The UK took them off the list of applicants in March 2025, so older advice that treats every Hong Kong traveller alike is out of date. The HKSAR rule should not be applied automatically to a journey made on a BN(O) passport.
Two cautions apply. First, not every Hong Kong resident is a BN(O), and this page says nothing about how to acquire that status. Second, if you hold both kinds of passport, the one you present on the trip is the one that counts, so choose it deliberately and be consistent when booking.
What If I Hold a BN(O) Visa or Other UK Permission?
A person with valid UK permission does not also need an ETA where the rules exempt permission holders. That can include BN(O) visa permission, another valid UK visa or eVisa, settled or pre-settled status, and indefinite leave where it applies.
Do not blend two different ideas. The BN(O) passport exemption is about the document you travel on. BN(O) visa permission is UK immigration permission. Each is a separate reason a traveller may not need an ETA, and one does not depend on the other.

Can I Use My Hong Kong Identity Card Instead of a Passport for UK Travel?
Hong Kong’s immigration rules let eligible residents use specified Hong Kong identity cards for immigration clearance when leaving and returning to Hong Kong. That is a convenience on the Hong Kong side of the journey.
It is not a statement about what the destination accepts. The Hong Kong authorities themselves tell travellers to carry the travel document that is valid for the place they are going. For an ordinary HKSAR-passport trip to the UK, that means the passport linked to the ETA.
None of this makes the identity card useless when travelling, and the card on its own is not enough to enter the UK. Hong Kong departure clearance and UK entry are two separate checks run by two separate authorities.
What Is the Hong Kong Permanent Identity Card’s Role?
A valid permanent identity card is one of the conditions for getting an HKSAR passport, because it reflects permanent residence under Hong Kong’s rules. It is therefore part of how someone becomes eligible for the passport, but it is a different document from the passport.
An ordinary UK ETA stays passport-linked. Holding the permanent card does not give an ETA exemption, and it cannot be the document the approval attaches to. This page does not go into right of abode.
Why Hong Kong Clearance and UK Entry Are Two Separate Checks
A trip from Hong Kong to Britain passes through at least three checkpoints that people tend to merge in their minds. First there is the airline, which looks at whether you hold the permission the destination requires. Then there is Hong Kong’s own immigration clearance on departure. Finally there is UK border control on arrival.
The identity-card convenience belongs to the second checkpoint only. A smooth exit through a Hong Kong channel says nothing about whether the UK will accept you, and a boarding pass does not replace a decision at the UK border. If an ETA applies to the passport you are using, it must be in place before you board, and the officer in Britain still decides whether to admit you.
Keeping the checkpoints apart also explains why the BN(O) exemption and the HKSAR rule can coexist. Each looks at the travel document presented to the UK, not at the card that got you out of Hong Kong.
Can iAM Smart Replace My Passport for UK ETA Travel?
iAM Smart is Hong Kong’s digital identity and authentication service. Holders of a Hong Kong identity card aged 11 or over can register, subject to the current rules, and use it to sign in to online services and fill in forms.
iAM Smart+ adds stronger functions such as digital signing. Both are tools for online identity. Neither is an international passport, neither can be linked to a UK ETA, and neither creates an exemption. An app on your phone cannot stand in for the passport named in the approval.
What If I Hold a Hong Kong Document of Identity for Visa Purposes?
The Hong Kong Immigration Department issues documents other than the HKSAR passport in particular circumstances. A Document of Identity for Visa Purposes is one of them, and it is not the same document as an HKSAR passport.
Whether a particular holder needs an ETA depends on nationality, the travel document and immigration status under the current UK rules. A holder should not assume that the HKSAR-passport rule automatically fits, and this page makes no blanket determination for everyone who holds such a document. Hong Kong Residents Who Are British Citizens
British citizens do not need an ETA, and cannot use one to enter the UK as British citizens. A resident of Hong Kong who is a British citizen travels on the British document that shows that status. This page gives no Hong Kong or Chinese nationality-law advice.
Hong Kong Residents Who Are Irish Citizens
Irish citizens do not need an ETA either. A valid Irish passport is the plain way to show that status when travelling to the UK. No view is offered on Hong Kong or Chinese nationality rules.
Do Hong Kong Children Need Their Own UK ETA?
Where an ETA applies, every traveller needs one, and that includes babies. A parent’s approval does not cover a child, and each ETA is tied to the passport of the person it was granted to.
Keep three things apart: the HKID, the HKSAR passport and the ETA. Only the passport is linked to the approval. A child who travels on a valid BN(O) passport does not need an ETA, because the BN(O) passport exemption applies. Our guide to UK ETA for children, babies and families has more.
Do Hong Kong Schoolchildren Need a UK ETA?
There is no Hong Kong-school ETA exemption. The special school-party provisions, ETA 1.9 for France and ETA 1.10 for Germany, are about qualifying schools in those countries, so they do not stretch to a group organised by a school in Hong Kong.
The nuance runs the other way too. A Hong Kong passport holder who actually studies at a qualifying school in France or Germany could be considered under those provisions if every condition is met. Individual exemptions or UK status may also apply, and a pupil on a BN(O) passport is exempt anyway.
Flying from Hong Kong to the UK with an ETA
We do not promise direct services and do not publish schedules. What the rule asks of someone leaving Hong Kong International Airport is simple.
- If the journey is on an HKSAR passport and an ETA applies, apply with that exact passport.
- Make the booking name and passport details agree with the passport.
- Carriers may check for valid digital permission before boarding, so do not leave it to the airport.
- There is no printed certificate to carry. The approval is digital.
- The ETA does not replace the passport, and it does not guarantee admission.
- If you travel on a valid BN(O) passport, an ETA is not required.

What If My UK Journey Connects Through Another Country?
A stop elsewhere does not change the UK’s ETA rule. Your passport, status and any exemption decide whether you need one, not the place where you change planes.
Transit and entry rules for the connecting country are a separate matter, and we make no visa determinations for mainland China, Singapore, Japan, the EU, the Middle East or anywhere else. Look at each leg of the itinerary on its own terms.
Do HKSAR Passport Holders Need an ETA for UK Airport Transit?
A qualifying airside connection, where you do not pass through UK border control, does not require an ETA. If your route takes you landside, for example to collect bags or change terminals, an ETA may be required where it applies to your passport.
So there is no blanket answer in either direction. BN(O) passport holders remain exempt regardless of the route. Ask your airline whether the tickets are linked and whether you will stay airside, and see our transit and layovers guide.
Can HKSAR Passport Holders Join Registered Traveller?
Registered Traveller is a separate UK border programme, and among Hong Kong passports only the HKSAR passport is listed as eligible. A BN(O) passport is not.
Membership has its own conditions: applicants must be at least 18, hold an eligible passport, and have either a qualifying UK visa or enough recent UK visits under the current rules. Approved members can use faster border channels and, with a chipped passport, the ePassport gates.

Can Hong Kong Travellers Use UK eGates?
Not on the strength of the passport alone. The Hong Kong SAR is not currently one of the nationalities that receive ordinary UK eGate access, and holding a biometric HKSAR passport plus an ETA does not change that.
Eligible Registered Traveller members may use the ePassport gates if their passport has a chip and the other requirements are met. British citizens qualify under the British rules. Everyone else should follow the signs and the directions of Border Force staff, and no gate is ever guaranteed.
Contactless eGates
Contactless eGates are a separate and newer rollout, and for now they are limited to British citizens. They are not currently available to HKSAR passport holders, including Registered Travellers, unless the UK authorities announce a change.
Business Travel from Hong Kong to the UK
An HKSAR passport holder with an ETA can undertake activity that fits the Visitor business rules: meetings, conferences, negotiations, qualifying site visits and similar permitted business. The ETA is permission to travel for that purpose. It does not give general employment permission in the UK.

Can Hong Kong Travellers Work in the UK with an ETA?
An ETA does not grant ordinary employment. It helps to separate four things:
- permitted Visitor business, described in our business visits guide
- Permitted Paid Engagements
- the Creative Worker concession
- ordinary employment, which usually needs a work visa. See the UK visa guide.

Visiting the UK from Hong Kong for Tourism or Family

How Long Is a UK ETA Valid for HKSAR Passport Holders?
Up to two years from the date of grant, or until the linked passport expires, whichever comes first. The ETA permits multiple journeys during that period. It is not continuous residence.

What If I Renew or Replace My HKSAR Passport?
An ETA is linked to the passport used in the application. If that passport is renewed or replaced, a new ETA is generally needed where an ETA applies. The approval is never linked to the HKID or to iAM Smart, so neither can carry it over.
How Long Can Hong Kong Travellers Stay in the UK?
Eligible Visitor travel can generally involve seeking entry for up to six months. That is a ceiling, and the ETA does not itself promise six months. The two-year validity of an approval is not a two-year stay.
Can HKSAR Passport Holders Make Multiple UK Trips on One ETA?
Yes, while the ETA is valid. The Visitor rules are applied on every trip, and repeated visits must not be used to live in the UK. The UK does not apply an invented 90 or 180 day formula.
Hong Kong Travellers, Ireland and the UK
The Republic of Ireland is separate from the UK, and Northern Ireland is part of it. Routing through Ireland does not automatically remove the need for an ETA. Someone who is lawfully resident in the Republic of Ireland and travels to the UK from elsewhere in the Common Travel Area may qualify for the specific exemption in the current rules. That is a narrow provision, and the BN(O) passport exemption is a separate matter altogether.
Jersey, Guernsey and the Isle of Man
The Crown Dependencies run their own ETA schemes, and an ETA became relevant for travel there from 23 April 2026. In the circumstances the rules set out, a valid UK ETA and a Crown Dependency ETA are recognised by each other. The Common Travel Area has its own arrangements, so check the position for your island shortly before you leave.

- Expecting a biometric HKSAR passport to open the ordinary UK eGates. Nationality eligibility is separate.
- Mixing up Registered Traveller and the ETA. They are different services.
- Relying on a parent’s ETA to cover a child. Each traveller needs their own.
- Assuming a Hong Kong school group inherits the France or Germany exemption. Those provisions are specific.
- Making blanket assumptions about airport transit. Airside and landside differ.
- Flying on a replacement passport with an ETA tied to the old one. Expect to need a new approval.
- Reading the ETA as permission to work. It does not give ordinary employment.
- Treating approval as a promise of entry. The border officer decides.
Before You Travel from Hong Kong to the UK
- You know which passport you will travel on.
- You have separated the HKSAR rule from the BN(O) exemption.
- You have checked whether an ETA, UK status or an exemption applies.
- The passport in your bag is the one named in the ETA, if one is required.
- Your HKID is not being treated as the destination passport.
- iAM Smart is not being treated as a travel document.
- Each child has been checked individually.
- If it is a school trip, nobody is relying on the France or Germany rules.
- A renewed or replaced passport has been accounted for.
- Registered Traveller, if relevant, has been checked on its own terms.
- You are not assuming that you can use the eGates.
- Your transit itinerary has been checked.
- Booking and passport details match.
- The purpose of the trip fits the Visitor rules.

Do HKSAR passport holders need a UK ETA?
Generally yes, for an eligible short trip to the UK, unless a separate exemption applies or you already hold qualifying UK permission. The rule attaches to the passport used for travel, so check which passport you will be carrying before you decide.
Since when has the ETA applied to the Hong Kong SAR?
The Hong Kong Special Administrative Region is item 20 on the ETA National List, covering travel to the UK on or after 8 January 2025.
Do BN(O) passport holders need an ETA?
No. A traveller using a valid British National (Overseas) passport does not need an ETA. That is a different position from travelling on an HKSAR passport, where the ETA generally does apply.
Is the BN(O) visa the same thing as the BN(O) passport exemption?

Can my Hong Kong identity card replace my passport?
Not for an ordinary UK trip. Eligible residents can use a Hong Kong identity card for Hong Kong immigration clearance in specified situations, but that convenience does not change the document the UK requires. HKSAR passport travellers use the passport linked to the ETA.
Does the permanent identity card stand in for an HKSAR passport?
No. It is one of the things a person needs in order to qualify for an HKSAR passport, but it is a separate document with a separate job.
Can iAM Smart or iAM Smart+ act as a travel document?
No. They are digital identity and authentication services for online use. Neither is an international passport and neither gives an ETA exemption.
Does a Document of Identity for Visa Purposes count as an HKSAR passport?
Do not assume so. It is a different document. Whether the HKSAR-passport ETA rule fits a holder depends on nationality, the travel document and immigration status under the current UK rules, so check your own position.
Do Hong Kong children need their own ETA?
Where an ETA applies, yes, one per traveller. A parent’s ETA does not cover a child. A child travelling on a valid BN(O) passport does not need one.
Do Hong Kong school groups get the France or Germany exemption?
No. Those two school-party provisions concern qualifying schools in France and Germany. A group organised by a Hong Kong school is not covered because of where the school is.
Can HKSAR passport holders use UK eGates?
Not on nationality alone. The Hong Kong SAR is not currently on the ordinary list of eGate nationalities, and having an ETA does not change that. Registered Traveller members may be able to use the gates.
Does a biometric HKSAR passport qualify me for the gates?
A chip is needed for passport gates, but it does not by itself make you eligible. Gate access depends on a nationality list or another route such as Registered Traveller.
Can Hong Kong passport holders join Registered Traveller?
HKSAR passports are the Hong Kong passports listed as eligible, and BN(O) passports are not. Applicants must be adults and meet a qualifying visa or recent-visit test, so it will not suit everyone.
Is Registered Traveller the same as an ETA?
No. It is a separate border programme. Membership does not replace an ETA, and an ETA does not make you a member.
Do I need an ETA to change planes in the UK?
Only if the connection takes you through UK border control. A qualifying airside connection does not need one. Landside transit may, where the ETA applies to your passport. BN(O) passport holders remain exempt.
How long does an ETA last, and can I take several trips?
Up to two years from approval, or until the linked passport expires if sooner. Several journeys are possible within that period, each tested against the Visitor rules.
Do I need a new ETA after replacing my HKSAR passport?
Generally yes, where an ETA applies. The approval is tied to the passport named in the application, not to your identity card.
Does an ETA guarantee entry?
No. It is permission to travel. A Border Force officer decides on admission when you arrive.
